We all know that risk management is the process of identifying, assessing and controlling risks to proceed safely with any activity.

Barriers to participation are more than just physical obstacles.

Managing risks for people supported, the community, staff and organisations is nothing new and effectively doing so is essential.

In days past, continuous risk assessments were geared around identifying risks to people supported, determining whether they had the capabilities to manage the risk safely and often deciding that the activity would not proceed as risk was too great.

People without disabilities take risks. The risks are identified and scored, and with a level of understanding reached, some risk reduction or mitigation strategies are applied, often subconsciously, with the aim of living life to the fullest.

Supporting people with disability to manage risks should not be any different to how we mitigate risks for ourselves.  To achieve their goals and aspirations, with the right supports in place, people supported can partake in activities with risks involved.

As per The Commission’s Incident management and reportable incidents framework, the support team needs to possess the following competencies:

  • Provide supports and services in a safe and competent manner, with care and skill
  • Have the ability to identify risks
  • Assigned risk to be managed accordingly by appropriate staff with relevant control measures in place
  • Ongoing analysis, adjustment and risk review as required

Identifying risk

There are many potential risks for each person supported, though this does not have to limit what they are able to achieve, through personalised risk management.

Risk Assessment and Management

Assessing and managing risks can be challenging, however it is critical to know what the risks are within an organisation for people supported and staff.

Risk management ensures any risks recognised, have informed decisions made to manage these risks. In any organisation, strong risk control activities will:

  • Maximise a person’s positive experience
  • Ensure that the application of Risk Management practices add value to the person’s own decision-making ability as a product of co-design
  • Reduce the likelihood and/or consequences of potential adverse events
  • Ensure organisational NDIS compliance

Under the National Disability Insurance Scheme (Incident Management and Reportable Incidents) Rules 2018 all registered NDIS providers must implement and maintain a system to record and manage incidents that happen in connection with providing supports or services to people with disability. Compliance with these rules is a condition of registration.
